Proposed Passenger Facility Charge Projects
The Central Nebraska Regional Airport (GRI) is inviting the public to review and provide comments on the Airport’s proposed Passenger Facility Charge (PFC) Application projects.
A Passenger Facility Charge (PFC) is a federally authorized fee collected from airline passengers and used only for FAA-approved airport improvement projects. The proposed PFC application would help reimburse eligible local costs associated with airport infrastructure, safety, terminal, and operational improvement projects at Central Nebraska Regional Airport.
The proposed PFC funds will start once our current application funds are exhausted. The current application is estimated to expire on December 31, 2029. The collection on the proposed application is estimated to start on January 1, 2030, and to expire on December 31, 2033.
The public review materials will be available on the Airport’s website for 30 days. During this time, members of the public are encouraged to review the proposed projects and submit any comments or questions by emailing Michael Olson, Executive Director, at mike@flygrandisland.com or Katrina Timmerman, Accounting Manager, at katrina@flygrandisland.com.

HCAA Fuel Farm
Sealed bids will be received by the Owner, the Hall County Airport Authority, Nebraska, at the offices of the Hall County Airport Authority, at 3579 Sky Park Road, Grand Island, Nebraska 68801, until 1:30 p.m. local time, on Tuesday, August 11, 2026 and then publicly opened and read aloud, for furnishing all labor, materials and equipment, and performing all work necessary for completing the HCAA Fuel Farm.
In general, the improvements on which bids are requested will require the following major construction items:
- Furnish a 1,000 gallon, Double-Walled, UL2080 certified gasoline fuel tank and 2,000 gallon, Double-Walled, UL2080 certified diesel fuel tank, cylindrical, above-ground, to be installed on saddle foundations. Tanks shall have security lighting and include a canopy that covers the fuel dispensing equipment. Canopy may be a fixed feature of the tank or a stand-alone structure. The tanks will be installed on the newly completed SRE building apron consisting of 9” PCC with 6” rock base on a compacted subgrade and will be centered on two 13’x13’ panels.
- Removal of existing tanks
- Bore 4’ conduit and power and control wiring
- Electrical wiring from SRE electrical panel for pumps, lights and card reader
- Bollard installation

Contractors bidding need not be pre-qualified but shall be qualified to do the work.
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the Hall County Airport Authority, Nebraska for a period not to exceed 90 calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract will be based on the lowest aggregate sum proposal for the TOTAL BASE BID submitted from those bidders that are confirmed as being responsive and responsible. Contractors bidding shall bid all items. The right is reserved, as the Hall County Airport Authority, Nebraska, to reject any and all bids and to waive any or all irregularities, technicalities, informality or any information in the bids received.
Each proposal must be accompanied by a bid guaranty in the amount of not less than five (5) percent of the total amount of the TOTAL BASE BID. The bid guaranty may be by certified check on a solvent bank or bid bond made payable to the Hall County Airport Authority, Nebraska.
The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to 100% of the contract.
Award of contract is also subject to the following provisions:
- Executive Order 11246 and DOL Regulation 41 CFR PART 60 – Affirmative Action to Ensure Equal Employment Opportunity.
- New Employee Work Eligibility Status authorized by the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, 8 U.S.C. 1324a, known as the E-Verify Program.
